The Study aiming to advance the development of an ITS masterplan across ASEAN, is part of the Enhanced Regional EU-ASEAN Dialogue Instrument (E-READI) - a project financed by the European Union and implemented by a consortium led by GiZ International Services (GiZ InS). Its results were presented at a workshop with ASEAN Member States.
Both the EU and ASEAN recognise ITS as advannced applications as critical elements in establishing future modes of transport and mobility and see it as a requirement to solve road safety, emissions, and congestion problems.
The study aims to understand the progress of ITS developments in ASEAN countries by reviewing member states’ ITS plans. After understanding the current state of the practice, the study considered lessons learned within ASEAN programmes and the EU to develop a roadmap with recommendations for adoption by ASEAN member states to develop their ITS National Masterplans. The recommendations were tailored to enable a regional approach as well by ensuring the interoperability of ITS implementation within ASEAN.
Von Lopez-Levine, Lead Consultant for Smart Mobility at Ramboll in Asia Pacific, commented: “ITS is a strategically important aspect of sustainable and liveable urbanisation. It enables commerce by improving the flow of goods and services, improving convenience, and enhancing public safety. We are proud to contribute our expertise to advance the use, deployment, and utility of ITS in the region. By facilitating dialogues between the EU and ASEAN we can help capture and leverage the valuable lessons learned across both regions in the implementation of ITS.”
"Combining Ramboll's deep regional knowledge and our global experiences in ITS planning and deployment, we were able to provide context-sensitive advice to develop country-level masterplans further. The objective is meeting the specific need of each member state, whilst providing advice on an adaptable and scalable way forward that is useful in driving us to meet the overarching goals of ASEAN." Lopez-Levine added.
The tools that were produced by Ramboll and ARMIS through the study and the workshop will guide the ITS deployment programme of each ASEAN member state. This also resulted in recommendations for future projects to leverage each member state’s investments to encourage a regional, coordinated approach to ITS across ASEAN.
