The plant will receive up to two thousand wet tonnes of municipal sewage sludge per day, transported by road from eleven sewage treatment works. This sludge will be treated in four incineration streams, consisting of fluidized bed furnaces with heat recovery and flue gas cleaning equipment. Ramboll is ‘Independent Consultant’ for the process elements of the plant, working closely with another consultant in Hong Kong.
Traditionally, Hong Kong has relied on landfill for the disposal of sewage sludge. However, due in part to a combination of increasing sludge tonnage and reducing landfill capacity, it has been acknowledged that this is not a sustainable route, and alternative treatment is required.
The Hong Kong Government’s Environmental Protection Department awarded a Design Build and Operate contract for a four line sewage sludge fluidised bed incineration plant to process up to two thousand wet tonnes of sewage sludge per day.
Ramboll is ‘Independent Certifier’ for the process elements of the plant, working closely with another consultant in Hong Kong. Ramboll has responsibility for signing off the Contractor’s detailed design packages, verifying their design proposals meet the requirements of the specification, match well with best practice or typical plant design, and integrate with neighbouring plant & equipment, civil & structural elements as appropriate.
Ramboll is also attending Factory Acceptance Tests during the procurement and detailed design stage of the works. Ramboll will be present on-site during the commissioning and hand over stages to ensure the appropriate documentation is in place and assist in the preparation and issuing of Take-Over certificates.
