In order to reduce the reliance on landfill, Buckinghamshire County Council in the UK decided to establish a waste-to-energy facility.

The waste-to-energy facility, now named Greatmoor, has been in full commercial operation since October 2016. It processes approximately 300,000 tonnes of residual municipal and commercial waste each year and generates 24MW of electricity - enough to power up to 36,000 homes. The facility delivers a significant carbon benefit as compared to previous landfill operations.

Through the procurement process, Ramboll acted as technical advisor to FCC Environment, one of the UK’s leading waste and resource management companies. Ramboll assisted in the development of tender proposals as well as liaising with authorities. Furthermore, Ramboll developed the WRATE model performance guarantees.

Following the contract award to FCC, Ramboll was appointed as its Client’s Engineer.  In this role, broadly equivalent to owner’s engineer, it provided technical and engineering support throughout construction, commissioning and initial operation stages of project implementation.

Project facts:

  • Waste: Residual Municipal Solid Waste (RMSW) and C&I Waste
  • Energy Performance 24 MW
  • Furnace/boiler: HZI grate and boiler
